Biography – Gary Kyle

Gary Kyle is the President & CEO of Persistent Agility, Inc. (PAI), a Veteran-Owned Small Business providing unique, innovative, and proven business and mission solutions. He leads high-level teams that independently advise C-level executives and US Government senior leaders on complex acquisition, contracting, business, and strategy matters. He served as the lead consultant on a $13.7B space system proposal development for a critical national asset, ensuring the client understood key customer requirements. Industry clients actively seek Mr. Kyle for his “voice of the customer” perspectives that ensure positive end-user reactions to proposed solutions. He collaborated with world-class CPA firms to resolve significant client audit issues and “build in” compliance with new federal business system criteria—crisp advice and “hands on” support expedited system accreditation and enabled client to receive a $1B+ critical contract.  

 

Prior to his present position, Mr. Kyle served as a Principal at Booz Allen Hamilton where he led a team of 52 geographically dispersed Business Analytics consultants. His team provided acquisition, contracting, cost, and financial expertise for Air Force clients in the Pentagon (HQ Air Force Financial Management), HQ Air Mobility Command, and Space and Missile Systems Center.  Mr. Kyle was hand-selected by the Commander, Air Force Space Command Commander and the Director, National Reconnaissance Office (NRO) as the Evolved Expendable Launch Vehicle (EELV) Tiger Team Business Lead. In this role, he collaborated with a cross-functional team of technical, financial, and contracting executives to define the future acquisition tenets for the $72B space launch vehicle program. Mr. Kyle also led a 60-person cross-functional team that analyzed the Air Force CIO’s enterprise-wide IT efficiency initiatives, resulting in well-justified budgetary adjustments and savings valued at $800M+.

 

As President & COO, Government Solutions for USM Business System—a woman-owned, small IT business—he successfully launched a new federal division to complement the firm’s commercial efforts providing electronic data warehousing and software configuration management to federal customers.

 

Mr. Kyle led the Verizon Business Global Military Sales organization, where he directed a sales team responsible for enterprise networking and telecommunications solutions to meet customer requirements and generating $264M in revenue. He also served in the Defense & International Services organization—a $900M+ business unit—where he managed a staff responsible for strategic planning, financial management, and customer service. He led a team that delivered creative solutions for the Department of Homeland Security, Army, Navy, Air Force, and White House Communications Agency.

 

Prior to joining Verizon, Mr. Kyle served as an Air Force officer where he held numerous high visibility assignments. He served as a procuring contracting officer, Pentagon contracting policy division chief, and Headquarters Air Force director of acquisition excellence. His projects included acquiring National Security Space satellites and the $20 billion Joint Strike Fighter development competition. He served as the deputy system program director and director of contracting for the $17B EELV program, and initiated the $5B development phase by signing the largest dollar value Other Transaction Agreements in DoD history. He is an acknowledged specialist at applying Other Transaction Authority and Federal Acquisition Regulation (FAR) Part 12 procurement policy, specifically to commercial launch services.

 

Mr. Kyle has received both team and individual awards including DoD’s David Packard Excellence in Acquisition Award; DoD’s Value Engineering Award; DoD’s Defense Standardization Program National Honorary Award; Air Force’s John J. Welch, Jr. Award for Excellence in Acquisition Management (twice); Secretary of the Air Force Contracting Award for Outstanding Strategic Acquisition Reform; Secretary of the Air Force Contracting Award for Outstanding Contribution to Competition; Space Foundation’s Rotary Stellar Team Award for Space Achievement; Greater Los Angeles Area Federal Executive Board Distinguished Public Servant Award; Headquarters Air Force Materiel Command Deputy Chief of Staff/Contracting Total Quality Contracting Award; Los Angeles Chapter of the Air Force Association’s Officer of the Year Award; Headquarters Air Force Materiel Command Contracting Policy and Processes Division Award—Staff Officer of the Year; Space and Missile Center Representative for the Lieutenant General Kenneth W. Schultz Award for Program Management; Mascoutah Public School “Outstanding Professional” Achievement Award; and numerous military awards including the Legion of Merit Medal and Joint Service Commendation Medal.

 

Mr. Kyle holds a Master of Arts in Telecommunications from The George Washington University, Washington, D.C.; a Master of Science in National Resource Strategy from the National Defense University, Washington, D.C.; a Master of Science in Procurement and Acquisition Management from Northrop University, Los Angeles, CA; and a Bachelor of Science degree from the United States Air Force Academy. He is a graduate of the Defense Systems Management College and holds the highest DoD acquisition certifications in both Program Management and Contracting.
